Late in the 1980s, a group known as "the alliance" claimed a major victory in passing a national law that anyone caught with items described as "Magic Paraphernalia" would have the items confiscated, and could be fined or jailed.
By the mid 1999s, one law grew into ten known as “The Bill of Equality”. Such acts were designed to prevent overt magical displays. When a woman classified as a witch was drawn to the edge and sent over, resulting in the death of a non-magical person, the use of any magic was prohibited.
The alliance became “The Alliance of Equality” to reflect their support of the set of laws. Those known within the Alliance have painful stories of how magic ruined their lives, and so they have become rigid in their beliefs that magic has tainted society and must be eliminated.
Rewards are offered for those that would help to put the magical in their place, but with all the new laws set into place, the magical have become more and more talented at hiding their gifts.
It is common knowledge that one out of five people is born with a gift. The alliance seeks out these and makes sure they will not be able to harm anyone.
Most gifted with magical properties will learn of their abilities at a young age and will learn to control and suppress their abilities with the help of a good tutor. If not, then it’s only a matter of time before the eyes of the alliance see them.
